The S.O.U.L Foundation envisions vibrant and resourceful Ugandan rural communities with the power to transform a collective future. We engage project and program beneficiaries as well as community leaders, the private sector, global citizens, other development partners, and key Ugandan government stakeholders, to drive sustainable approaches to reduce extreme poverty in rural communities. Reports to: Country Director and line manages the Finance and Human Resource Officer

Location: S.O.U.L. Foundation Office, Kyabirwa Village, Jinja City. Occasional travel to

Bugweri office

Employment type: Salaried Full-time

Office working hours: 8:30 am – 5:00 pm, Monday to Friday. Evenings and weekends as requested and during grant proposal seasons.

Job Summary

Under the supervision of the Country Director, the Finance and Operations Manager will be responsible for;

  • Overall management of budget preparation and expenditure reporting, cash management, accounting, auditing, and financial aspects of grants management and internal controls.
  • Enabling effective and timely disbursement of the running costs to different programs to allow a smooth implementation of programs.
  • Supporting the development of internal finance policies and guidelines regulating processes related to finance as well as overall internal control system in line with the vision, mission, strategy, policies, and standards of S.O.U.L. Foundation.
  • Ensure that human resource policies and procedures are up to date and being followed, all staff are familiar with them, and all job descriptions are current.
  • Preparing and providing all relevant financial, accounting, and human resource information for review by the Country Director and Executive Director in a timely, efficient, and proactive manner.
Key Tasks & Responsibilities:

Planning, Budgeting, and Budget Control

  • Set the strategic plans, objectives, and priorities of the Finance Department, through close consultation with the Country Director, US-based Finance Team, and Executive Director.
  • Review monthly income and expenditure statements (and other parameters) and advise program teams as well as the Country Director on needed action.
  • Control overall expenditures of the organization, ensuring that financial resources are used modestly and efficiently to support planned activities and for the benefit of the program beneficiaries.

Accounting and Operations

  • Review and validate accounting data monthly
  • Ensure proper recordings of acquired assets
  • Ensure proper recordings of receivables and payables
  • Lead on developing and implementing an up-to-date documented system of accounting policies, financial procedures, and internal control guidelines (in compliance with local regulations & SOUL Foundation standards).
  • Supervises SOUL fixed assets registers, regularly checking them to ensure that all assets are well documented and secure.
  • Ensures that all donations, fees, and other incomes are adequately accounted for, and are promptly banked.
  • Supervise payroll for SOUL staff on the approved salary scale, ensuring that statutory deductions are accurate and promptly remitted.
  • Takes the lead in organizing annual external financial audits for the Organization as well as specific projects and the implementation of action plans
  • Takes a lead role in the formulation and implementation of Audit Action plans
  • Checking the completeness and appropriateness of supporting documents of both income and expenditure transactions, codes, and documents for account recording, ensuring timely recording of all transactions.
  • Controlling cash and bank accounts, reconciling bank accounts with bank statements.
  • Lead procurement processes for operational efficiency, in line with S.O.U.L.’s procurement process. Oversee construction of S.O.U.L. building and infrastructure strengthening.
  • Manage office administrative duties such as electricity, solar system maintenance, Office vehicles, and other asset management and maintenance.
  • Supervise and evaluate S.O.U.L. service providers’ performance and work with maintenance technicians to ensure good care of all facilities and buildings.
  • Investigate and facilitate the transition to online accounting software that is linked to the accounting software of our US-based funding office

Human Resource Management

  • Line management responsibility for the Finance and HR Officer, including regular 1-2-1’s, performance reviews, etc.
  • Review the monthly payroll and ensure employees are paid in accordance with contractual agreements and legal requirements
  • Together with the Country Director, manage the performance and development procedures and annual salary review.
  • Support the Finance and HR Officer with any other recruitment or retention matters.

And any other duties incidental to the above.

Required Qualifications, Experience, And Competencies:

Minimum Qualification and Experience

  • Bachelor’s Degree in Finance or Accounting, Bachelor of Commerce, Bachelor of Business Administration – Finance and Accounting.
  • Minimum three (3) Years work relevant working experience.
  • Prior management of staff
  • Experience in human resource recruitment, management, team development, staff morale, staff retention strategies, staff discipline, onboarding, and exiting of staff.

Desired Qualification and Experience

  • Professional Qualification of ACCA or CPA
  • Knowledge and use of accounting software such as Quickbooks

Terms of reference for external Audit of S.O.U.L. Foundation Inc.

1.0. About S.O.U.L foundation Inc.

Foundation focuses on using a community-engaged development (CED) model to eradicate poverty in rural Eastern Uganda. The vision of the S.O.U.L. Foundation is vibrant and resourceful Ugandan rural communities with the power to transform a collective future. Our mission is to support sustainable community led solutions through unique partnerships that strengthen quality education access and maternal health in rural Ugandan communities. The goals of our organization are threefold:

      1. Designing sustainable innovative community led solutions that empower rural communities;.
      2. Increasing access to quality educational opportunities for rural communities.
      3. Supporting quality, dignified and respectful maternal health in rural settings.

The social problem that S.O.U.L. Foundation is trying to address is ending extreme poverty in rural Ugandan communities. The solution that our organization offers is supporting educational opportunities and quality maternal health care in three rural communities in eastern Uganda, with the potential to expand to three other rural communities.

S.O.U.L. Foundation is registered with the NGO Bureau, having the Permit to Operate number INTP100524997NB and Certificate of Registration number  INTR104834997NB. S.O.U.L. Foundation is governed by the Board of Directors (BOD) who appoint the executive Director. The BOD is the supreme organ of the organization and is constituted as per the provisions in S.O.U.L. Foundation Constitution. The BOD is headed by the Board Chair, with other members including the Treasurer, Secretary and Sub-committee heads. S.O.U.L. Foundation is also registered with the URSB and FIA (Financial Intelligence Authority of Uganda).

2.0. The External Audit

To improve our internal financial systems and processes, S.O.U.L. Foundation Inc invites proposals from suitably qualified and competent registered auditors with a high level of knowledge and understanding of the Non-Governmental Organization (NGO) sector and accounts to conduct an audit of annual financial statements for the period ending 31st August 2023. The proposal should include the following:

a) Firm details

Structure, size, capacity, and expertise in the sector.

 b) NGO clients

A general description of the firm’s NGO clients (sectors of operation, size, etc.) and two contacts from whom references may be sought should S.O.U.L. Foundation Inc choose your firm.

 c) Staff details

Staff details, including information relating to the partner and manager who will be assigned to the audit, including details of relevant skills and qualifications.

3.0. Audit approach
    How the firm will:

  1. Determine audit strategy and undertake audit planning.
  2. Liaise with Trustees and staff members before, during, and after the audit.
  3. Address matters of audit scope and materiality.
  4. Identify and respond to critical audit issues.
  5. Control and coordinate the audit process.
  6. Ensure appropriate responsibility for decisions on the audit.
  7. Conduct the reporting arrangements (including the provision of final hard and soft copies of relevant documents).
4.0. Audit Duration:

Due to the urgency, S.O.U.L. Foundation Inc expects the audit work (including the final report) to be completed within a maximum of one month from the date of commencement. The firm should highlight the proposed timeline for completing the assignment within its proposal.

    5.0. Fees

    A breakdown of the proposed fees, including estimates to cover the following:

    1. Audit of the annual financial statement for S.O.U.L. Foundation Inc – Uganda office for the financial year ending 31st August 2023.
    2. Advice and assistance directly related to the external audit.
    3. Fees (if any) for any exceptional additional work not covered above and directly related to the external audit.

    The fee proposal should include the following:

    • An analysis of hours by grade of staff involved in the audit and details of hourly charge-out rates.
    • The basis of charging expenses. The proposed billing schedule.

    S.O.U.L. Foundation Inc has a limited budget for this assignment, and thus, strict consideration of Value for Money (VfM) will be applied when assessing the proposals.

    6.0. Client list and references

    The firms should provide a list of clients for whom they have provided audit services. Preference will be given to companies with demonstrable experience in providing accounting and audit services for small to medium (I)NGOs. S.O.U.L. Foundation Inc reserves the right to contact existing clients for references regarding the firm’s work and approach.

    7.0. Proposal submission process
